In 2009, the International Juvenile Justice Observatory launched the European Council for Juvenile Jus-tice (ECJJ) - a network of juvenile justice institutions and experts from 28 Member States of the European Union. Over the past few years, the ECJJ has developed very sound research and policy papers, and promoted influential capacity-building activities for justice professionals.
